Blackfriars Hall > Reporting Anti-Social Behaviour and Harassment

Reporting Anti-Social Behaviour and Harassment

Reporting Anti-Social Behaviour or Harassment

Please refer to our Harassment Policy.  Blackfriars takes all concerns seriously and our policy sets out clear, accessible pathways for raising issues that affect wellbeing.

How to Report

If you have concerns about other residents’ behaviour, you may wish to speak to:

  • A welfare staff member
  • A Harassment Officer (for harassment-related matters)
  • The Junior Dean for Welfare
  • A peer supporter (for informal support and signposting)

This contact can be made in person or by email. Students can raise concerns anonymously, though this may affect the actions that we are able to take.

How Blackfriars handles reports of inappropriate conduct AND ANTI-SOCIAL BEHAVIOUR

  • You can contact us in any reasonable way (phone, email, or in person), including through an authorised representative (e.g., a supporter/advocate).
We aim to make it easy to raise concerns and, where helpful, will also signpost independent advice from the Oxford SU Advice Service.
  • We respond promptly and explain the next steps. You will receive an acknowledgement and a written outline of what we will do and the indicative timetable (e.g., informal resolution, or a formal college process).
  • We will be clear about limits. If you request something we cannot do (for example, immediate removal of a person from accommodation), we will explain why and set out lawful interim options (such as no contact arrangements or other precautionary steps) while the matter is reviewed.
  • We use fair, proportionate processes. Where behaviour may breach rules, we aim to follow a staged approach: early informal support/mediation for lower?level issues, and formal investigation with written outcomes where concerns are serious or persistent, always with signposting to welfare support. This aligns with the University of Oxford’s student conduct framework and welfare guidance.
  • We act on harassment concerns using specialist routes. If the conduct may be harassment (including sexual harassment), we explain options under the University Harassment Policy and Student Harassment Procedure, and signpost to the Sexual Harassment & Violence Support Service for confidential specialist help (including ISVA support).
  • We will protect your privacy and keep an audit trail. We record actions and decisions, store them securely, and share information only on a need-to-know basis, subject to rare exceptions for serious, imminent risk, consistent with our confidentiality guidance.
  • We will treat everyone with courtesy and respect. Staff communication follows Oxford’s expectations for an inclusive, respectful environment, especially during disagreements.
  • We will work within our remit and signpost where needed. If an issue sits outside the Hall’s powers (or concerns the wider University context), we will refer/signpost appropriately (e.g., to the Proctors for University-related non-academic misconduct).
